Focus on Federal Contracting Reform

Rep. Carolyn Maloney (D-NY-14) and Rep. Edolphus Towns (D-NY-10)  have just introduced HR 3033, the Contractors and Federal Spending Accountability Act of 2007. This measure calls for more careful tracking of prospective contractors' performance, legal compliance and accountability (using the VINDEX database system) and would strengthen government accountability with debarment penalties for scofflaw contractors. It is fully in line with the Office of Management and Budget's E-Government Initiative to more closely coordinate and develop government-to-government recordkeeping and integrated acquisition management capability. HR 3033 was developed in the wake of The Campaign for Quality Construction (CQC) National Issues Conference, and CQC organizations will continue to work with Reps. Maloney and Towns on procurement reform.
